A natural disaster destroying/damaging large parts of New Orleans has been on the cards for sometime.

Also Scientific America apparently did an article on a similar New Orleans related scenario back in 2001.
Unfortunately though the Louisiana State & New Orleans local authorities didn't do enough counter-planning or put enough civil Defence/Protective measures, etc in place for such an event, when it finally happened!
